Jobsite: On or about January 20, 2017 an employee at the jobsite in Cranston Rhode Island, was observed installing the roof overhang while standing on the guard rails of the scissor lift. The ER did not ensure the guard rails of the Genie GS-3384 scissor lift were capable of supporting without failure its own weight and at least four times the maximum intended load applied before employees stood on the rails while performing work.
